Abstrak : UPBJJ-UT Surabaya or Regional-Office Surabaya (RO-S) as one of UT institutional networking should have strong commitment to implement and to make quality policies according to quality assurance system (QAS). Implementing of QAS at ROS is based on the need and commitment to building “a culture of quality”, a culture which is based on values, attitudes, ethos, and commitments of quality. The QAS implemented were contains of 13 quality management system with four quality objectives and target specified by RO-S management based on it’s achieving possibilities, prior performance, and effort which can be done.
